Britain is hoping to put its civil servants on a pay for performance wage scale. The treasury is now negotiating with civil service unions to implement the plan and apply it to every bureaucratic position. Almost half of Britain's private sector companies now use performance related pay scales.

The bitter strike at Caterpillar Inc. will determine the future of the pattern bargaining technique of union contract negotiation. Pattern bargaining is the practice of making a union's contract with one company the basis for contracts with other companies in the same industry.

Caterpillar Inc broke a strike by the United Auto Workers in Apr 1922 and rejected the union's goal of pattern bargaining. The UAW continues to demonstrate against Caterpillar with an eye toward 1993 negotiations with General Motors Corp.
