Freeserve had become Britain's biggest internet service provider by Nov 1999, but the company's stock price has fallen due to competition. AltaVista is to offer unmetered calls and free internet access to customers, with sign-on and renewal charges. NTL is not asking for an initial payment, though users have to sign up with NTL for voice calls and spend 10 pounds sterling per month minimum. The two companies are hoping that charges for linking to BT's network are to drop.

The Japanese Ministry of International Trade and Industry has tended to hinder the development of online business in Japan by issuing too many regulations. Japanese companies do not have the support of small software companies that exists in the US. The larger firms have been the first to move into electronic commerce. Internet portals are seen as a way for larger firms to cut costs and enter new markets, but they need to attract more traffic to be successful.
