Article Abstract:
The Jenkins Commssion has published a report with recommendations for electoral reform in the United Kingdom. The report proposes a system of constituency members of parliament (MPs) with additional, or top-up MPs. The government will honor a pledge for a referendum on the issue, but a vote is not guaranteed in the first parliament. The Jenkins proposals involve changes in the electoral map hich cannot be done prior to the election, but the proposals prepare the ground for an election.
