Analyzing Growth Cycles and Leading Indicators in Pacific Basin Countries
Article Abstract:
A study of growth cycle chronologies and turning point indicators in six Pacific Basin countries is presented. These countries are Australia, Malaysia, South Korea, Taiwan, Japan, and New Zealand. Techniques developed in modern industrial economies are used to develop these chronologies. Indicators are developed for the business cycles. The applicability of the chronologies and indicators is demonstrated through an analysis of trade relations between the Pacific Basin countries and large industrialized economies. This information will be useful in policy formation and timing for investment and trade.

How U.S. Deregulation Hurts International Trade
Article Abstract:
The impact of United States deregulation on international trade is assessed. The United States and Canadian regulatory policies concerning railroad transportation are compared. Historical policy development is traced. Those policy facets that are compared are collective ratemaking, filing of tariffs, contracts and rebates and liability limitations. There are fundamental differences between the railroad transportation policies of Canada and the United States. A joint international regulatory authority could establish a uniform policy.

Cargo Reservation for Bulk Commodity Shipments
Article Abstract:
An economic analysis of the reservation of cargo for United States shipment is presented. Pending legislation would establish the maritime policy. A description of current cargo preference requirements is given. An economic analysis of the results of cargo reservation is provided for consumers, shippers, and maritime resource owners. Welfare and distributional costs are estimated. Other studies are summarized. If the United States adopts this protectionist policy, an international precedent would be established.
