Apec moving along 'Asian way:' trade group takes the first step from talk to action
Article Abstract:
At the recent Asia-Pacific Economic Cooperation meeting in Osaka the body's 18 members agreed on an Action Agenda calling for unilateral movement toward the goals of free trade and open investment. The approach, described as the Asian Way, stands in contrast to the negotiations characterizing the World Trade Org. Ideally countries that initially offer less will be shamed into offering more. The form of the agreement means the Apec forum will face increasingly hard steps each year as the easier actions are completed.

Article Abstract:
Russia should be allowed a major voice in Asia-Pacific affairs, where it is now frequently ignored and its former influence lost. Russian officials claim their Siberian resources, historic involvement, and eventually resurgent military might can play a stabilizing role not only for the region but for Russia itself. Japan has long been reluctant to invest in Russia due largely to a persistent dispute over islands seized after World War II, but it and others should end opposition to full Russian participation.

Apec mustn't lose momentum; lack of progress in Osaka would be a serious blow
Article Abstract:
The Asia-Pacific Economic Cooperation forum meeting later in 1995 in Osaka needs to issue a statement outlining how the group will achieve the goals it outlined in its two prior meetings. Each meeting should reflect substantial progress, though current plans look ahead 15 years or more, so many details must remain uncertain. Some progress each year is vital, however, to maintain momentum and thus credibility. Also, business leaders need to see at least some significant, short-term gains.
