Nearly all of Argentina's provinces have now accepted a 13% reduction in revenue transfers from the centre, in return for a renegotiation of their debts to local banks. It is hoped the deal will pave the way for Argentina's foreign creditors to agree a debt-swap plan, but it may be too late.

The IMF seems unwilling to tell Argentina what most observers believe is true: that Argentina must default on its debt and end its currency-board system. This reluctance is party to avoid blame for Argentina's problems, but by taking this approach the IMF is not helping Argentina.
