Price of peace: efforts to end communist insurgency strain ties with US

The US has expressed concern to the Philippines over plans for an amnesty that could free the two terrorists who killed US military adviser Colonel James Rowe in 1990. The amnesty is part of a National Unification Commission plan to end the 24-year communist insurgency and negotiate settlements with other rebel groups. A split in the leadership of the communist party has brought peace to the countryside but has complicated attempts to arrange peace talks with the government.

Philippine Pres Fidel Ramos has been aggressively pursuing contacts with leaders of Asian neighbors, particularly Assn of South East Asian Nations (Asean) members. With US bases removed, the Philippines can no longer rely on a close relationship with the US. Ramos hopes that better economic relations and possibly Japanese investments will help him tackle domestic economic problems. Meanwhile, Filipinos still form one of the largest applicant pools for immigration to the US.
