Austria: Gas market liberalisation causing problems

In an entirely liberalised natural gas market, the average private consumer would be able to save around EUR 100 per year in Austria. The total savings of companies and private consumers would be likely to be EUR 200mn. In December 2001, it is still difficult for new suppliers to enter the market as it is only possible if they use the network of existing suppliers. If the existing supplier claims not to have surplus capacities, they cannot enter. As it is very hard to show that this is not the case, new suppliers are not allowed to enter. Thus the packaging group Mayr-Melnhof Karton is losing Sch 3mn per month. Through the liberalisation not working, Norwegian based Norske Skog, a paper factory lost Sch 26mn. The regulator of the Austrian gas market, Walter Boltz believes that lower network tariffs have most potential for savings. Natural gas is most expensive in Steiermark and most reasonable in Vienna and Tyrol.

AUSTRIA: DEREGULATION OF ELECTRICITY, GAS MARKET
Article Abstract:
The Austrian electricity market is to be deregulated from October 2001 and the gas market from October 2002. Austrians will be allowed to purchase power and gas from any European supplier. For large consumers, the gas market will be opened already on 10 August 2000. By 2007, production of alternative energies is to be increased from the current 0.5% to 4%. The percentages apply to each electricity supplier. The new regulations are expected to give a boost especially to the use of bio-mass.

AUSTRIA: GAS SALES RISE IN 1999

Austria Ferngas reports that in 1999 the sales of natural gas in Austria increased 2% to 7.5bn cu.m. Imports cover 78% of consumption, and almost 90% of the imports come from Russia.
