Michigan has passed legislation banning the use of local property taxes for public school funding. This is part of an overall tax decrease, and funding for schools will come from other sources. Conservatives were angry with high taxes and low test scores in schools.

Dan Coats, senator for charity
Article Abstract:
Because government efforts to end poverty have failed for 30 years, it is time to rely on charities and volunteers as Coats suggests. Although Coats's ideas appeal to Republican legislators because it fosters a more positive and caring image, they may actually work.
