Behind the truce: Bosnia

The 4-month truce which began Jan 1, 1995 is likely to hold, but the prospects for a lasting peace are still dim. Bosnian Serbs, holding 70% of the former Bosnia-Herzegovina territory, are loathe to accept the current international formula of 51-49%, especially in view of US wavering.

The Geneva peace plan for Bosnia-Herzegovina worked out by Cyrus Vance and Lord Owen is meeting opposition from the US and German governments. Owen and Vance are trying to sell the UN and the EC on their plan, which involves dividing Bosnia into Muslim, Serb and Croat regions.

The territories occupied by Serbs, Croats and Muslims has shifted as the alliance between the Muslims and Croats broke down. In Maglej and other areas, Serbs and Croats have joined in an alliance. Some fear that Muslim territory will continue to shrink.
