Bernard Kouchner, proconsul for Kosovo
Article Abstract:
Bernard Kouchner has been appointed proconsul in Kosovo, Yugoslavia, by the United Nations. He is a junior health minister in France where he is a popular politician. He also has good knowledge of the world of international aid and jointly set up Medecins sans Frontieres, which helps send physicians to areas affected by natural disasters, in 1971. He has also worked with the Red Cross in Nigeria. He has been criticised for seeking publicity, but would argue that publicity can help good causes.

Boutros-Ghali has made many people angry during the brief time he has been Secretary-general at the UN. Many of his observations are true, but his blunt, honest proclamations offend many, including the powerful members of the security council.
