It's good for the Koreas to talk
Article Abstract:
Representatives from North and South Korea have met for the first time since 1994, and have been unable to agree on aid for the North. North Korea needs aid, technical expertise and trade, and a reduction in hostility between the two Koreas is needed for a peace treaty and a change in policy by North Korea toward nuclear weapons. A collapse of the North Korean economy could lead to aggression. Talks between the two countries are likely to be beset with difficulties and progress is likely to be slow.

Article Abstract:
South Korea's army has been accused of unlawful activities in connection with the influencing of Korean elections. Power wielding by the military is tolerated by the South Korean government, which still has memories of when the military was the government.

North and South Korea signed an agreement on Dec 31, 1991, to ban nuclear weapons. The agreement will be enforced beginning in February of 1992.
