Article Abstract:
The issue of how the Web should be regulated by US election law is a contentious one, and there is a debate as to whether the Federal Election Commission can and should control election activity on the internet. Some websites are run by volunteers, and they may also generate income through advertising, which is more likely to be regulated than a non-income generating site. Spending limits on sites are difficult to assess, and so difficult to regulate.
