Police were the sole public sector employee group to evade Conservative cuts during the 1980s due to their loyalty in quelling others' strikes. This may soon change as new Home Sec Kenneth Clarke attacks profligate staffing, duty and overtime practices which result in police outearning comparable teachers by 40%.

The impact of the recession on the American Midwest is greatest in Michigan, where the three largest domestic automakers are headquartered. In other Midwestern states, manufacturing is relatively strong, especially in regions where Japan-owned auto factories are located.
