The bombing of Iraq by the US and Britain did not occur in Nov 1998 when there was widespread condemnation of Iraq's refusal to cooperate with the United Nations weapons inspectorate, Unscom. Instead, it occurred in Dec 1998 and the response has been mixed, with a number of countries voicing opposition to the attacks. The US will be able to test how accurate its missiles are, though civilian casualties are unavoidable. The attacks could also lead to a political success for Iraqi leader, Saddam Hussein.

The bombing campaign carried out by the US and United Kingdom in Dec 1999 lasted four days and has been followed by Iraq opening fire on US and UK planes. The US and UK claim to have destroyed significant military targets, though the United Nations weapons inspectorate, Unscom, notes that Iraq is well able to hide military equipment. The bombing has aroused international criticism. The US may not be able to impose sanctions over the longer term, especially if Unscom is unable to carry out its work.

The timing of the US action against Iraq, when the US president, Bill Clinton, faces impeachment, is unsatisfactory, as is the trigger, a report by United nations weapons inspectors, which does not clearly show that Iraq sought to preent them from carrying out their task. There is still little sympathy for Iraq, and a warning had already been issued by the US. The air strikes should be viewed in terms of how effective they are, and they will be successful if Saddam Hussein is removed from power.
