There are three major changes affecting the Japanese economy. Foreign investment is increasing, though from a low base. Foreign companies are starting to enter the Japanese market. Banking reform is taking off, and there have been mergers and a move toward specialization. There have also been accounting changes, with a move toward international standards. There is a need for further reform of management, since companies have yet to adapt to more difficult business conditions.

Japan's Ministry of International Trade and Industry is reversing its longstanding policy towards the oil industry and is encouraging competition. The hope is that a leader will emerge from industry concentration that will be able to compete on an international level.
