Brand new start: IMF may resume lending to Mongolia
Article Abstract:
The International Monetary Fund (IMF) has tentatively agreed to a three-year loan of approximately $30.8 million to Mongolia. The IMF stopped consideration of loans in Aug 1992 after Mongolia violated loan conditions. Mongolia's improving economy, success in dampening inflation and strict monetary policies have mollified the IMF. The new loan agreement will be signed in Jun 1993. Thereafter, Mongolia must satisfy several more requirements such as eliminating restrictions on the importation of fuel, meat and agricultural products.

The International Monetary Fund (IMF) is pressuring Mongolia to speed up the pace of its economic reforms and reverse recently introduced anti-market policies. On Mar 5, 1992, an IMF mission presented the Mongolian government with a list of demands and prescriptions that aim to stabilize the country's economy. Fulfillment of these recommendations have been set as a precondition to the continued availment of a $30 million soft loan granted by the IMF in Aug 1991.

Mongolia's incompetent implementation of democratic and market reforms to transform the former communist country has weakened its foreign economic assistance and frustrated donor nations. The biggest sign of this frustration was the International Monetary Fund's halting of its standby credit to the country, which also caused a halt of loans from the World Bank and the Asian Development Bank, due to failure to meet economic targets.
