A new health care system being established in Minnesota will ensure coverage for every citizen. In order to control costs, benefits will be limited. Subsidized insurance will be supplemented by small premiums and a 2% tax on medical bills.

The Minnesota model

Minnesota passed a law effective Aug 1, 1993, that will add 'sexual and affectional orientation' as a protected individual right to the Human Rights Act. There are several limitations, such as no allowance of same-sex marriages.

Gay rights or human rights?
Article Abstract:
US gays are wrong to fight for legislation to protect themselves from discrimination because the US Constitution already protects the civil rights of all individuals. Pres Clinton's stand on gay rights is discussed.
