The pending introduction of a single currency in Europe in 1999 will also see the introduction of the European Central Bank in 1998. The new bank is expected to be small, decentralized and not influenced by politics. It may still face difficulty in managing the single currency.

Laying hands on labour law

There are several competing proposals for a labor policy for the European single market. The social protocol of the Maastricht Treaty would allow the European Commission to propose labor laws and give industry and labor leaders a chance to come up with their own agreements.

European steel companies have seen profits plummet, due mainly to falling prices that have dropped one third since 1989. European Community officials considering restructuring the steel industry estimate that it would cost about $7.1 billion.
