Britain: delinquent behaviour
Article Abstract:
Despite increased allegations to the contrary by adults, evidence suggests that British youth are less delinquent in 1996 than in past years. A moral panic seems to have swept Britain, but in general it has been fueled by the intense media coverage given to a few isolated incidents by juveniles.

Britain's 97 royally appointed lord lieutenants are upset about possible redistricting of county boundaries, because it could effect their titles and roles. The lord lieutenants are the Queen's representatives at social functions, so the role carries considerable social status.
