Can PFI really help good design?
Article Abstract:
The UK government's Private Finance Initiative (PFI), under which it seeks to shift at least some part of the process of land provision, design services, construction, project finance and related activities into a single 'service provision,' is set to have a permanent impact on the ways in which buildings are procured. Its main effect on architects is to rob them of their independent professional role, reducing them to simply a member of the facility provider's team. Architects will no longer be active in areas such as detailed brief formulation and design development.

A taxing time ahead for the self-employed
Article Abstract:
Architectural practices should consider major changes that will affect the way tax is assessed. The 1996/97 year requires tax assessments on the accounting year with the tax year concerned and payments are due twice a year. Most professionals currently on a cash basis will be converted to an earnings basis for tax assessment with new rules to be introduced in 1999, which will eliminate cash-flow advantages.

Building a future for a city of the past
Article Abstract:
The loss of La Fenice, the Italian opera house in Venice which burnt down during Jan. 1996, is a great tragedy for the city which is packed with beautiful and historic buildings. Many people feel that the opera house ought to be rebuilt in its original context, although others regard this as the ideal opportunity to build a modern construction which will represent Venice of the future.
