Care for age and disability: the ageing of the population, legislation on disability and the shift to care in the community have led to a range of new guidance

Provision of the UK Disability discrimination Act 1995 (DDA) began to be implemented in December 1996. It is ironic though that the European Concept for Accessibility has been produced as a response to a request from the European Commision in 1987, as a Dutch initiative. The document is expected to become a base reference document in establishing suitable levels of accessibility provision under the DDA. It is predicted that almost a quarter of the population in the UK will be over the age of 65 in 2041 and the demand for residential care will increase. The publication of Care Homes for Older People, a briefing and design guide, has been welcomed as concentrating on people's potential rather than their limitations.

Merchant Taylors Company Hall in London has been the site of several rebuilding projects and has a history dating back to before 1300. During an access audit by the Centre of Accessible Environments, several difficulties were established connected to access between rooms and the lack of stair-lift facilities. For a relatively small cost, the redevelopment and refurbishment of the building will create better access conditions for the staff and be more flexible for future lettings.

Access for the disabled can not be ignored by architects any more because of the new building regulations stipulated in the Disability Discrimination Act 1995. An access audit will be carried out to ascertain the access needs of the building's users, and will include ambulant disabled people, elderly people, people with poor comprehension and impaired hearing and sight. Clients, construction professionals, managers and users will be consulted during the audit process.
