Innovative partnerships between state or national government and private industry continue to drive Malaysia forward. Johor state chief minister Ghani Othman pioneered one example, pledging the state's 36% stake in the Prolink development, which is worth 14 billion ringgit, to raise 200 million ringgit for road improvements. Proceeds from Prolink will pay off the loan. The national government saves nearly 5 billion ringgit per year via privatization and interest savings. Low-cost housing is another partnership example.

Market reforms announced in Malaysia on June 22 had a remarkably modest short-term impact but could herald more lasting changes if successful. The reforms and liberalizations, made with an eye on Singapore's smaller but better-known market, allow 100% foreign fund-mgmt companies, set graduated commissions for the Kuala Lumpur exchange, let brokerages operate unit trusts, and would let funds manage some of Malaysia's mandatory pension plan. The KLSE will also adopt scripless trading by the end of 1996.

Article Abstract:
Prospects for the Malaysian economy have improved between September 1995 and October 1996, according to Rajeeve Malik, economist from Jardine Fleming. In autumn 1995 the Malaysian economy looked to be overheating, with 8.5% a year growth in gross domestic product, 26% growth in loans in 1995 and a current account deficit of nearly 9% of gross national product. Growth is expected to be 8.2% for 1996, inflation is forecast to fall to 3.5% in 1997, versus 3.6% in 1996. and unemployment is just 2.7%.
