Census sensibility
Article Abstract:
The US census is carried of every ten years and the results affect the allocation of funds and House of Representatives seats. There has been controversy over methods to be used for the 2000 census, with the government arguing that estimates should be made about 10% of the population from data on 90%. There are problems with this such as estimating 90% when the total is not known. The Republicans have also voted only half funds sought by the Census Bureau, with Congressional approval needed for the other half in Mar 1999. There is concern that political factors could hamper the work of the Census Bureau.

Russia has tended to pay more attention to the US than to western Europe, but this could be changing. The EU accounts for 40% of Russian trade, and is the largest single trading partner of Russia. Russian exporters aim to sell more to the EU, taking advantage of the drop in value of the Russian ruble, but there are problems with EU bureaucracy. The expansion of the EU into areas that have traditionally traded with Russian also concerns Russians. Euros may also become more important in Russia as a way of hedging currency exposure.

Article Abstract:
Labor productivity is much easier to measure that capital productivity. A new McKinsey Global Institute report says few barriers to entry and relatively high money rates make American firms very efficient buyers of capital improvements. However, a low savings rate masks the benefits.
