Article Abstract:
The sixth congress of the Lao People's Revolutionary Party in Mar 1996 saw ethnic minorities and regions outside Vientiane gain more power. An apparent rejection of economic and political liberalization, with the ouster of Deputy Prime Minister Khamphoui Keoboualapha, actually heralds few dramatic changes but may be a blow at his close ties to the Thai investors who are coming to dominate Laos's economy. Military officers hold seven of the nine seats in the new politburo, reflecting an ascendance of the armed forces.

The agreement between the Electricity Generating Authority of Thailand and Nam Theun-II Power Company in the Lao capital Vientiane for power supply is interpreted. The abundant natural resources and the international trade with regard to energy enable Laos to achieve GDP growth of 6.4%, but the government should give consideration about the impact of its energy ventures on the biodiversity of the area.
