Changing signals: China stays out of reach on talks issue

China has dropped hints that it plans to delay the approval of Hong Kong Gov Chris Patten's constitutional reform proposals. Earlier, China expressed its willingness to discuss matters concerning the 'convergence' issueand the 1984 Sino-British Joint Declaration with the UK. Since Feb 1993, the Hong Kong government revealed that it is ready to present reform proposals to the Legislative Council. However, Chinese officials who have a say in the draftlegislation have been slow in responding to their UK counterparts, signalling China's reluctance at forging an early breakthrough in the reform talks.

Civil commotion: bureaucrats unsettled by prospect of handover
Article Abstract:
Hongkong's civil servants are concerned about how the advent of Chinese rule on Jul 1, 1997 will affect their status. Some bureaucrats fear that China may violate the Basic Law agreement in which it promised not to meddle in Hongkong's affairs after it becomes a special administrative region. Several events have prompted these fears including a Chinese government admonition against political involvement by bureaucrats, the localization of senior staff posts and the lack of local Chinese candidates for those posts. However, most civil servants are remaining in Hongkong for the time being.

Resurrected talks
Article Abstract:
China and the UK declared on Apr 13, 1993 that negotiations on Hongkong's future electoral system will start in Peking on Apr 22. The talks are a preliminary to the transference of sovereignty from Britain to China in 1997. However, most outside observers expect the negotiations to make little headway since the Chinese have no wish to further the democratization of Hongkong. In Hongkong itself the Apr 13 announcement occasioned a resurgence of optimism.
