China's northern port city Dalian is attracting international attention for business investment due to both its promotional efforts and problems such as regulatory issues and rising labor costs facing better-known industrial cities. Dalian hosted a World Economic Forum conference earlier this month, and US computer chip manufacturer Intel Corp. is building a $2.5 bil plant that will employ 1,200 people.
