Christian Sautter, France's wary finance minister

The new French economy and finance minister is Christian Sautter, who replaces Dominique Strauss-Kahn. Sautter retains the advisers of his predecessor, and this means that there will be some continuity, as well as an assumption on Sauuter's part that he will benefit from their respect. He should also benefit from the good performance of the French economy, with economic growth rising to 3% for 2000 compared with 2.8% for 1999, unemployment falling, stock prices risingm and control of government debt. He faces challenges, for example in the area of tax policy, and the need to reform the labor market.

Egypt was hit by a drop in tourism revenue in 1998, as well as a fall in petroleum prices, and the Asian economic crisis, which affected revenue from the Suez canal, and portfolio investment. Egypt has undertaken reforms as part of a program for aid from the International Monetary Fund (IMF) following a crisis in 1991. The government will have to attract foreign investment and boost domestic saving in order to achieve growth targets. Restrictions on foreign ownership of companies have been eased, though multinationals are still not convinced that there has been a major change.
