Article Abstract:
The Moskvitch car plant has benefited from a cash input from the municipal government of Moscow, Russia, but its new model has not sold well. Moscow's mayor, Yuri Luzhkov, has developed a business empire in Moscow. There are worrying signs that Moscow's finances may be weakening, with a loan interest payment nearly missed in Feb 1999. Moscow's shopping center is an unsuccessful project which was not well designed, and there are problems in raising rents which were intitially set low. Despite expensive ventures, the city may still have a large amount of money.
