Cold wind: Taiwan gets post-election shivers

Taiwanese officials are anxious about upcoming U.S. summit talks with China, fearing the U.S. will try to strengthen its relations with China by agreeing to neutralize weapon sales to Taiwan as well as end future visits to the island. Taiwan analysts say an indicator of the direction relations will take will be in mid-1997, when an earlier sale of F-16 fighter aircraft is to arrive in Taiwan, about the same time as scheduled summit talks between President Bill Clinton and Chinese president Jiang Zemin. In addition, the Clinton administration is accused of soliciting campaign contributions from Taiwanese businessmen and officials, further dampening the climate for negotiations.

Attitude problem: government fails to confront drug crisis
Article Abstract:
Treatment experts and other observers say the Taiwanese govt has been slow to recognize and deal with an exploding drug problem, mostly involving heroin and amphetamines. Drug confiscation and arrests have soared, and drug convictions now account for 60% of the island's prison population. The US has said Taiwan is a major transshipment point, which the Taiwanese govt has countered uncomfortably by claiming it has a very large and voracious drug market of its own. As many as 200,000 Taiwanese, 1% of the population, may be users.

Taiwanese firms are treating the emergence of on-line services with caution, because consumers may need a lot of reassurance to change from traditional methods of business. Some firms have found the introduction of on-line services to be very successful. The website of Dah Hsin Securities was established in 1996 at a cost of NT$6 million. Over 700,000 new customers have registered with the service, accounting for 5% of the bank's total business in 1998.
