Colombia dreams of peace
Article Abstract:
There are signs that it may be possible to reach a peace agreement in Colombia. President-elect Andres Pastrana has met the Revolutionary Armed Forces of Colombia (FARC), and has agreed to demilitarize five municipalities to permit FARC guerrillas to come together safely before further talks take place. The National Liberation Army has also begun talks in Germany with a large group representing many different elements in Colombian society. The guerrillas' sudden willingness to negotiate seems to be the result of the mainly state-tolerated growth of paramilitary forces.

Colombia's bloodstained peace
Article Abstract:
Pres Cesar Gaviria has had little success in ending drug terrorism through negotiation. His federal government only collects and spends 15% of Colombia's GNP, which is far too little to wage peaceful economic war against the cocaine trade, and his proposals for new taxes have been rebuked.
