Many experts believe that Chinese and Singaporean efforts to restrict access to the Internet will not have much impact on pornography enthusiasts and political dissidents. They state that it is relatively easy to circumvent or evade such measures and that ordinary, law-abiding citizens are the ones who end up being affected the most. China and Singapore require all on-line traffic to first pass through computers which can block access to sites deemed morally or politically offensive.

Singapore required Internet service providers in the city-state to block access by subscribers to World Wide Web sites that are pornographic, antigovernment, seditious and racially or religiously offensive. The Singapore Broadcasting Authority has disclosed that all of the blacklisted sites, so far, are pornographic. Many of the sites that focus on political issues have remained unblocked.

Hong Kong-based database company, Black Box, has introduced a new World Wide Web search engine called Orientation. Orientation can direct browsers to web sites focusing on Asian developments and companies. Black Box employs several staffers to regularly review each site before entering them into Orientation's search engine.
