Many of Europe's state-run monopolies in the telecommunications industry are in the process of being privatized or opened up to competition. Deregulation in the European Community is spurring the changes, and US companies are expected to begin aggressive competition.

European citizens weary of the extraordinarily high prices of its telephone companies are upset with the tepid reforms proposed thus far by the European Commission. The European consumer is victimized because almost all telephone services there are state monopolies.
