Article Abstract:
The United Nations (UN) sought to develop a list of human rights that did not run counter to cultural traditions, and appointed a committee to carry out this task in 1946. The committee included historians, philosophers and lawyers. There was a basically similar view on human rights from different cultures, but implementing them has been more difficult. The interpretation of rights may vary, such as the right to take part in political life. There are also rights which are linked to welfare provision, and it is argued that other rights cannot be exercised by those who are starving.

The fear in Little Managua
Article Abstract:
Nicaraguans staying illegally in the US who had sought to use a welfare program called "hardship relief" successfully sued when the government suddenly restricted the number of people who could apply for the program to 4,000 a year in 1996. A judge ruled in June 1997 that deportations must be stopped. The ruling was appealed but it has temporarily given Nicaraguans a reprieve. A further reprieve came a month later when Attorney General Janet Reno decided that the Nicaraguans could apply for hardship relief under the pre-1996 guidelines.

Little respect, less love, but growing power
Article Abstract:
Elections are being held in the European Union for the European Parliament and they are organized on a national basis, with national parties on the ballot papers. Voters will tend to vote according to national considerations rather than on European issues. The European Parliament is gradually increasing its powers, but it is relatively weak. The parliament has little right to seek greater powers when turnout at elections is low, yet the low turnout is linked to the lack of powers possessed by the parliament.
