Crime and punishment: Ramos seeks 'tough-on-crime' image
Article Abstract:
Philippine President Fidel Ramos hopes to bolster his credibility as a law-and-order official by convicting Hubert Webb, son of a prominent senator, of murdering Estrellita Vizconde and her two daughters on June 30, 1991. Most Filipinos consider the country's law-enforcement agencies inept, but Ramos has made some dramatic changes. In May 1995 he appointed his executive secretary to head the Justice Dept and another senior politician as chief of one of its bureaus. The department oversees the National Bureau of Investigation, pursuing Webb.

Flor fallout: hanging saps Ramos's political momentum
Article Abstract:
The recent Flor Contemplacion scandal damaged Philippine President Fidel Ramos's Lakas party as the May 8, 1995, national elections approach. Critics say the Ramos administration did not do enough to protect Contemplacion, a Filipino domestic worker executed by Singapore for murdering a woman and a child. Lakas and its allies had hoped to win 10 of the 12 open Senate seats, but may now do well to take 6, with half of those going to non-Lakas candidates who may distance themselves from the president.

Fidel's challenge: Ramos needs national coalition to consolidate power
Article Abstract:
The weakness displayed by Corazon Aquino during the six years of her presidency has left Filipinos yearning for stronger leadership to solve the country's woes. However, Fidel V. Ramos won not because he has shown good leadership qualities, but because voters veered away from traditional politicians. It remains to be seen whether Ramos can convert his victory-by-default into the the kind of leadership needed to transform a debt-ridden economy and to draw support from a fractious Congress.
