On the brink: the U.S. and China announce trade sanctions
Article Abstract:
The stakes of a potential trade war between China and the US rose on Feb 4 when US Trade Representative Mickey Kantor announced a 100% tariff on $1.08 billion of Chinese exports to the US, effective Feb 26. China has been retaliating throughout the dispute, tariff for tariff. The dispute's source lies in 29 factories in China illegally copying US compact and laser discs, and China's reluctance to improve intellectual-property protection. The US moves were carefully calculated not to anger its own business community.

China memo: a contract with Asia
Article Abstract:
US House of Representatives Speaker Newt Gingrich does Asia a disservice by calling for recognition of Taipei and joking about rattling China's cage. Inconsistent US policy hurts Asia, particularly as there is paranoia in China over a supposed US effort to keep it divided and feeble. Emotional reactions to the detention of Harry Wu have not helped. Washington needs a clearer appreciation of what it can do, and what the repercussions in Asia are of its often ill-considered and meandering policies.
