Declare victory and go home
Article Abstract:
The Republican led Congress has come to agreement with Pres Bill Clinton for a plan to balance the US budget by 2002. Both sides have declared victory. It will not be clear until after the next Congressional election in 1998 whether the plan, which includes tax cuts, will actually work.

The fight to fund the Fund

Pres Clinton's request to increase US funding for the International Monetary Fund by $18 billion is being fought by Congress for two different reasons. Republicans mistakenly believe that actual funds are paid out while Democrats want other issues addressed with the funding.
