The Bingtuan, a quasimilitary organization overseeing infrastructure and agriculture development in Xinjiang, China, is seen as a drain on the economy as a result of heavy subsidization. The province's Han population is experiencing an economic boom, largely credited to the Bingtuan, but could also be a source of instability.
