Article Abstract:
An agreement has been reached on the European Union (EU) budget which will make enlargement more difficult and which lacks a reforming element. The failure to agree to a reform of farm support means that progress in world trade talks will be hampered. Attempts to cap spending, and enlarge the EU will also be hampered. The EU should focus on eliminating trade barriers rather than public spending, which has often involved fraud and waste, as well as creating problems with trade relationships.

Article Abstract:
The European Parliament has increased its powers with every new treaty, but it still has not achieved widespread recognition or legitimacy. Elections, political in-fighting, relations with national parliaments and the pre-chosen new president, Jose-Maria Gil-Robles, are discussed.
