The Planning Policy Guideline 15(PPG 15), which sets out the policy to conserve or preserve old buildings and enhance conservation areas, is questioned on whether it is delivering its objectives. The efforts taken by Richard Coleman, Richard Rogers and Richard MacCormac have succeeded with the launching of a formal Consultation Paper on July 11, 2003 and review of Heritage Protection by the Department of Culture, Media and Sports.
