Intervention has failed to prevent ethnic Albanians from being driven from their homes in Kosovo, Yugoslavia. There has been little provision made for refugees. Separation of ethnic groups may be the best solution, but Kosovar Albanians should not have to pay the price for this. The war could affect the political stability of Macedonia and Albania. A collapse affecting a number of Balkan countries would be seen as an opportunity by Yugoslav leader, Slobodan Milosevic, as an opportunity to build up a Greater Serbia. Western countries need to think carefully about their strategy.

Not by bombs alone
Article Abstract:
The Clinton administration appears to seek to provide security in the Balkan region merely by using air power, ruling out usage of ground troops. President Bill Clinton apparently thought that air strikes would make Serbia willing to negotiate. Public opinion is moving toward usage of ground troops and the administration appears to be reconsidering its position. The administration appears to hope that prolonged air strikes will lead to negotiations, and no-one from the administration has yet publicly stated that ground troops should be used.

A widening conflict
Article Abstract:
There have been miscalculations by both the North Atlantic Treaty Organization (NATO) and Yugoslav leader Slobodan Milosevic over the war in Yugoslavia. NATO underestimated Milosevic's desire to tighten control over Kosovo, while his actions in seeking to clear Kosovo of ethnic Albanians has led to increased support for the idea of NATO ground troops. Air strikes have inflicted damage, but ground forces appear necessary to prevent the total depopulation of Kosovo of ethnic Albanians.
