Poland has made progress in terms of economic reform, despite divisions in the government, but there are obstacles to reform, such as opposition to a plan to reduce income tax at the top rate. Agricultural reform also presents problems, though it is necessary for Poland to join the European Union. There are improvements in many areas, though health care is still a problem. Meanwhile there is concern about how long the coalition government can last with its divisions.
