EU flexes muscles on Italy's bulging deficit

The European Commission is planning to declare Italy in breach of fiscal rules along with Portugal. The budget deficit in Italy exceeds the European Union regulations three percent and is expected to grow to 3.6 percent of gross domestic product this year and 4.6 percent next year. Silvio Berlusconi is perceived as not having implemented significant economic reforms.
