The European Commission introduced Agenda 2000 on July 16, 1997, outlining its plans for the years 1998-2006. Agenda 2000 addresses economic and monetary union (EMU) issues, as well as expansion to the east. The first wave of new applicants includes Poland, the Czech Republic, Hungary, Cyprus, Slovenia, and Estonia. Plans for enlargement will likely increase disputes about EU's structure, finances and major policies, especially agricultural policies.

Taking off, choppily: European monetary union
Article Abstract:
Phase two of the plan to unite Europe's monetary system is schedule ed to take place in Jan 1994 if the member countries can agree on how to implement it. Phase two will establish a an European Monetary Institute (EMI) that will plan the final unification. Countries disagree on how much power EMI should have.
