Old war, new mediator
Article Abstract:
Nelson Mandela is seeking to act as a mediator in the civil war in Burundi. Peace talks are being held in Arushi, Tanzania, and Jacques Chirac and Bill Clinton have also been invited. Rebels attack health posts, schools, and other easy targets, refugees have fled to Tanzania, and rebels also appear to be operating in Tanzania. The government has resetteled Hutus in 50 camps, but has agreed to dismantle 10 of these. There is a lack of foreign exchange, high levels of inflation, and farming has been disrupted by regroupment into camps.

Article Abstract:
There is not much hope for peace in warring Burundi between the ruling Tutsis and the rebelling Hutus. Military leader Pierre Buyoya is not being cooperative in peace negotiations, and hundreds continue to be slaughtered in massacres by either unscrupulous warring faction.
