Abdala Bucaram's arrogance and corruption, plus his threat of harsh economic austerity, threw Ecuador into a general strike only six months into his term. The military backed a congressional vote that Bucaram was mentally incapacitated, and backed the speaker, Fabian Alarcon, as temporary president.
