Article Abstract:
The European Union's (EU) work towards creating an urban planning strategy, for Mostar, Bosnia-Hercegovina, made limited progress. Although it was able to help set up city council elections, start some reconstruction work and complete a Report of Survey and Analysis. Mostar had suffered repeated damage during the civil wars in 1992 and 1994. The European Union Administration of Mostar was put in place following the agreed peace. Mostar was separated into two zones, the East for Muslims and the West for Croats. A Central Zone to house shared public buildings was finally negotiated.
