Estonia's latest challenge
Article Abstract:
A new coalition government which will promote reform is likely to be set up in Estonia following elections on Mar 7 1999. The Center Party gained tha largest number of seats, but a coalition is likely to be set up by social democrats, nationalists and free-marketeers. Estonia has already carried out macroeconomic reforms, and the new reforms are likely to focus on government machinery, such as the civil service. There are still problems such as Estonia's relationship with Russia, and there is a need to involve ethnic Russians in government.

Article Abstract:
The first full-scale primary in Chile is scheduled for May 30 1999, and the outcome of this could affect the chances of the Concertacion coalition staying in power. Socialist, Ricardo Lagos, is opposed by Christian Democrat, Andres Zaldivar, and there is less certainty that Lagos will win than previously. All registered electors supporting the coalition will be permitted to vote in the primary. The unity of the coalition is less likely to be affected than its ability to stay in power.

Living with the Taliban
Article Abstract:
The Taliban is seeking to reconstruct Kabul, the capital of Afghanistan, where life has become safer since the Taliban began to rule. This security is one reason why the Taliban is accepted by many Afghans, despite the repressive nature of its rule. There are ethnic divisions in Afghanistan, and the opposition is divided internally. Foreign intervention has tended to hinder efforts to achieve peace. War has affected the economy, and lack of foreign investment hampers economic growth.
