The new Nigerian government faces political and economic problems such as corruption, the collapse of health and education services, the destruction of the civil services, low production levels in agriculture, and social problems. Lack of development in the petroleum producing Niger Delta region is an important issue, and lack of funds means the government's options for tackling this problem are limited. There is a high levels of AIDS infections, a problem which could also be tackled more easily if more cash were available.

Grim choices
Article Abstract:
Presidential elections are to be held in Ukraine in Oct 1999, and there are seven serious candidates, with three of them favoring recreating a version of the old Soviet Union of which Ukraine would form a part. The president, Leonid Kuchma, favors taking a European path, and also argues that he should retain the presidency in order to achive this, and there is concern about his attitude to democracy. Ukraine has seen a drop in gross domestic product, and there is anti-western feeling following the war in Kosovo, Yugoslavia.
