Europe at the crossroads
Article Abstract:
Europe's willingness and ability to take a greater role in its own defense will be the main political question there for the rest of this century. Three possible directions are suggested: a European-led North Atlantic Treaty Organization (NATO), a continuing of the Atlantic Alliance as it now exists, and an emphatic 'yes' to the idea of detente. It is suggested that the only realistic European option is for an enhancement of Western European conventional military forces. A European-led NATO would necessarily also involve adoption of policies already adopted by the French: locally controlled nuclear weapons, and loyalty to NATO balanced by maintaining distinct national presences within it. West Germany would also have to assume a larger role, with some control of nuclear forces.

The European business community needs to re-evaluate the recent drive to redevelop business facilities. Employees no longer need to all work in the same place for seven hours each day due to technological innovations such as computers and modems, and the trend of decentralized or home-based employees will expand into the coming decades.
